Querying usage information with a valid UUID that is not registered in SCM
throws a NullPointerException:

Cannot invoke "org.apache.hadoop.hdds.protocol.DatanodeDetails.getID()" because
"datanodeDetails" is null

SCM's getNode() returns null, which is passed to getUsageInfo() without a null
check. The client then retries the failed request until its retry limit is
reached.
Reproduced locally with the retry limit set to 2. SCM received the same query 3
times.
The default configuration allows 300 retries at 2-second intervals.
The command should report that the datanode was not found without retrying.
