Description:
The XceiverServerRatis#raftGids are accessed in the following places
+ XceiverServerRatis#isExist
- CloseContainerCommandHandler#handle
- CreatePipelineCommandHandler#handle
- BlockDeletingService#isDeletionAllowed
+ XceiverServerRatis#notifyGroupRemove
- ContainerStateMachine#notifyGroupRemove
+ XceiverServerRatis#notifyGroupAdd
- ContainerStateMachine#initialize
So there are at least 2 threads:
- BlockDeletingService Thread
- CommandHandlerThread
so we need to make it thread-safe.
