HDDS-5477 is pending due to a larger refactor effort. This change is therefore
a temporary fix to the problem described in HDDS-5477, and will be superseded
when HDDS-5477 is ready.
Currently at the time of commitKey, client creates the KeyLocationInfo for each
individual instance of EC blocks. But when committing we should create one
KeyLocationInfo per block as OM required to save one block info per block group
in EC
