Zita Dombi reopened HDDS-5695:

I am reopening this issue, later in the CI it turned out that the server
couldn't start, because the it is unable to initialize WebAppContext. It
happened because the DelegationTokenAuthenticationFilter class is using the
ACLProvider from the curator, so the ZK and the Curator dependencies are needed.
