Currently tests like TestOzoneManagerHAWithData and TestOzoneManagerPrepare
take long to execute since MiniOzoneClusterHA is setting up freshly for each
test case.
This is a proposal to spin up a shared MiniOzoneClusterHA for all the tests
under TestOzoneManagerHA, allowing all related tests to use the same cluster
and not have to spin up a new one.
