Description:
We need some of the fixes in Apache Ratis in ozone
like RATIS-1390, RATIS-1399, RATIS-1401 and RATIS-1402.
As 1.2.0 branch is cut off, we should be fine to update ratis version in apache
ozone main branch, as the main branch release will be away for few months. (And
also once latest ratis version is released, and we don't need any more critical
fixes from ratis, we can use that. But in ideal world, that might not be the
case)
