Description:
This Jira is to bring permission change to 600 for certificate and CRL files.
was:
The public/private keys for SCM/OM/DN has a file permission of 700. Since there
is no requirement of execute('x'), the permission can further be tighten as 600.
This is reported internally during Pentest.
