Description:
(When I am working on scm ratislog parser (HDDS-5842) I see log segments are
created with very small files.
Then I remember this config(ozone.scm.ha.ratis.segment.size and
preallocated.size), and some changes done in OM to improve perf when it is set
to 4MB. For more info refer HDDS-3900
With small files it has some performance affect, so we need similar change for
SCM.
