This jira aims to add support for including/excluding certain Datanodes for
balancing in {{ContainerBalancer}}. This will require adding new configuration
fields in {{ContainerBalancerConfiguration}} to accept a list of
comma-separated Datanodes. Other changes will be required in the {{balancer}}
package to respect these new configs as a part of the balancing logic.
