Reverting this because later I got a question
1. lets say one pipeline close entered to ratis log.
2. But close containers not even entered to ratis log (Because SCM
restarts)
Then when this container will be closed?
This PR solved
Pipeline Close in ratis log and flushed.
Close Container in log but not flushed.
When SCM starts it can flush close containers and we will be in consistent
state.
