Review comment:
What is the purpose of admin for buckets?
Because for volumes only admins can create volumes, and if admins want to
change the owner of the volume to other owner can help.
Where as in bucket case any user who has create permission on volume can
create buckets. Not understood what is the play of admin field in bucket
