thanks [~erose] for the work. this Jira is a very important enhancement for
container balancer, and i think it should be targeted for the 1.2.0 release，so
that we can add container balancer as a new feature to the release note of
ozone-1.2.0.
[~ljain] [~siddhantsangwan] Can we speed this up a bit?
