1. On the client side implement SmallFileDataStreamOutput, used to process the
upload request less than ChunkSize：
2. SmallFileDataStreamOutput use ContainerProtos.PutSmallFileRequestProto write
data and metadata；
3. Implement new SmallFileStreamDataChannel on Datanode, used to process
Smallfile requests
