Description:
Sometimes mini ozone cluster startup failure can be attributed to general
instability of the machines running CI, but TestHDDSUpgrade seems to regularly
have problems getting a cluster from the mini ozone cluster provider while no
other integration tests with or without the cluster provider seem to have this
problem.

problem. I suspect there is a race condition with the cluster provider usage.
