This is okay.  Ratis provides the transport while Ozone provides the payloads.  
Ratis just treats the payloads as bytes and it does not care about the payload 
format.  Of course, Ozone can define the payload format using protobuf.

This is similar to the current situation -- Ozone uses Ratis for the Raft 
service.  Ozone and Ratis have their own use of protobuf and they already have 
their own proto definitions.
