Add the CLI tool to the Ozone Debug Command line tool, called "read-replicas".
If the command is run with a key it should create a directory (with the name of
the key and a timestamp) and download the keys every blocks every replica
inside it. It should also create a manifest file which has informations about
the key, the blocks and its replicas.
