Description:
This task is to discuss and implement upgrade finalization. Also, should
support downgrades from pre-finalized state of OM.
Overall Upgrade logic could be like,
OM should not allow to create FSO/OBS layouts before finalization.
Implement ClientBucketLayoutValidator - In Pre-finalization, if client sends
explicit bucket layouts (FSO and OBS) to OM server then OM will give a warn
message and create the bucket with LEGACY layout.

pass FSO/OBS layouts explicitly then should throw exception. Also, won't
persist layout into RocksDB before finalization.
