Description:
We are in process of deprecating {{{}ozone.om.enable.filesystem.paths{}}}.
We need to remove all the dependencies on the
OzoneManager.getEnableFileSystemPaths() method since it depends on the
{{OZONE_OM_ENABLE_FILESYSTEM_PATHS}} config key.

We don't need this config:
public static final String OZONE_OM_ENABLE_FILESYSTEM_PATHS =
"ozone.om.enable.filesystem.paths";
to determine if bucket is FSOptimized.
