This task is to provide useful information(expose several metrics and log
messages) to understand OzoneManagerLock timestamp. This information will be
useful to understand the impact of HDDS-6402 lock optimization work.
Few cases like,
1) longest read lock waiting time, held time.
2) longest write lock waiting time, held time.
3) num of times read lock has been held for longer than the threshold.
4) num of times write lock has been held for longer than the threshold.
+Note:+ Will raise separate sub-tasks under this umbrella Jira and implement it
with more useful info.
