## What changes were proposed in this pull request? Implementing ContainerBalancer as an SCMService allows balancer to be notified of events such as leader change or safe mode status change. Now, balancing can be stopped when SCM transitions from leader to follower. These changes are also the first steps for making balancer HA aware.
