[~sodonnell] Sure, I agree that we should keep things simple first and then we
could take steps to optimize further according to how it works in practice.
Here we've got some agreements on how the allocation should possibly behave on
same situations like how it should be bounded and how it should dynamically
adjust.
Would you mind if I set up a small doc for this task and we could put all
concerns/ideas in it and discuss about them later?
