During discussions about HDDS-6393, I think that the
OzoneConfigKeys#OZONE_CLIENT_REQUIRED_OM_VERSION_MIN_* settings does not belong
to the config keys applied to that many thing, and they should be S3 specific.
Also the checking of the version, and setup of the proper S3Auth should be
handled withing the s3g module as it is pretty much belongs to just there.
