Description:
This class will provide the ECReconstructionCommand with the necessary
information. Example: srcs, targets and missing/available indexes etc. So, that
DN can use that information in it's handler and fire the actual reconstruction
process.
This command will be created from the new EC RM once it finds the missing
replicas.
