Description:
This change should get upgrade compose cluster config aligned with all other
compose cluster configs. e.g. compose/ozone :
https://github.com/apache/ozone/blob/9ce981c1cb2a10d52c7122632d96d0a15ae2000e/hadoop-ozone/dist/src/main/compose/ozone/docker-compose.yaml#L22
This also solves a hidden "bug" where it disregards user's environment variable
{{OZONE_RUNNER_VERSION}}. (Possibly because it was missing from HDDS-6293.)
