Description: when the state of a container in scm is deleting , and the all
the replica of this container is deleted from the corresponding datanode, a
CLEANUP event will be fired in scm, and the state of the container in scm will
be changed to DELETED. when the state of a container is DELETED, the reference
should be removed from scm.
