I think we need to somehow clearly distinguish between the `ContainerBalancer#startBalancer` and `SCMService#start` methods. `startBalancer` is a command for persisting configuration and starting balancer. `start` should be used when there's been a leader change or restart - to read configuration and start balancer. -- This is an automated message from the Apache Git Service.
