Description: SCM finalization from the client currently supports a blocking
command to issue finalization, and a command that can be used to query the
status. Since SCM finalization may take longer than OM finalization, we could
change the SCM finalize command to return as soon as finalization is started,
and have the client use the status command to check its progress. This would be
different from the OM implementation, but may be more user friendly. (was:
Complete the SCM HA finalization CLI. This includes a query command to check
the status of finalization, similar to what is present on the OM.)
