under-replication and form a command for a datanode

Given a container which was queued as under replicated, check the container is
still under-replicated, and if so figure out the new DN targets and create a
command which can be schedule on a datanode to repair it.
For EC, this may need to handle two types of under-replication - one caused by
decommission where the replica just needs copied from the decommissioning host.
The other where the replica needs to be reconstructed.
If it makes sense these could be two separate classes.
