Description: After making the default value to *ozone.scm.ratis.enable* to
true. Mini Ozone Cluster is not able to run with scm with ratis enabled. It is
not able to perform block allocation operations. HDDS-6695 tackles this by
disabling the config in case of Mini Ozone Cluster Implementation.
