Summary: Hook background thread into container service

Will be implemented in ozone container.
Within the container it launches several background threads for the data nodes,
one of which is the scrubber.
Tasks:
start service
stop service
check version of data node, ensure service is only invoked with the correct
rocksdb version
ensure that starting/stopping service does not leave threads in an undefined
statek
