IllegalArgumentException from Preconditions check in tryWriteLockInOMRequest
when another tenant write request is in-progress
The IllegalArgumentException looks scary and misleading. We're now moving the
sanity arg check to after the call ofÂ
long stamp = tryWriteLockThrowOnTimeout();
