Changed "node" and "currentVolumeDensitySum" to required, but kept
"diskBalancerRunning" as optional since "Report" command won't return the
running status.
> use double for threashold, and uint64 for diskBandwidth, same for
DiskBalancerConfigurationProto.
Used double for threshold and diskBandwidth (seems double is better?)
