## What changes were proposed in this pull request? Github [has deprecated the Ubuntu 18.04 runner image](https://github.com/actions/runner-images/issues/6002). While 18.04 will be unsupported only after 11/30/2022, there will be periodic "brownout" periods when builds using 18.04 will fail. This PR upgrades to 20.04. https://issues.apache.org/jira/browse/HDDS-7159 ## How was this patch tested? `build-branch` workflow: https://github.com/adoroszlai/hadoop-ozone/actions/runs/2904661184 (Not completely finished yet, but each check (integration, acceptance, etc.) has at least one finished run.)
