## What changes were proposed in this pull request?
There are 2 similar classes:
- ReplicationManager.ReplicationManagerConfiguration
- LegacyReplicationManager.ReplicationManagerConfiguration
ReplicationManager and LegacyReplicationManager are coupled
(ReplicationManager does proxy calls to LegacyReplicationManager), and both
classes are enormous, so extracting ReplicationManagerConfiguration to a
separate class looks reasonable for improving maintainability.
