Auto reload is disabled when the user wishes to freeze the current state of the
Recon UI. Currently if you switch off the Auto Refresh on any of the pages and
after you either refresh the page you are on or change to another tab the
toggle will switch on again. We should keep it in the state as we left it
previously.
