Summary: Update default config values for container scanners

* checksum verification on write: On by default
** Ensures corrupted data is not reported as committed to the client.
* container scanners: On by default
* metadata scanner frequency: 1 week (currently 3 hours)
* data scanner allowed read bandwidth: 5mb/s (currently 1 mb/s)
** 1mb/s allows scanning a 10TB volume in 115 days.
** 5mb/s allows scanning a 10TB volume in 23 days.
