Summary: Add checkstyle validation for license header

There are the following issues with the license header:
* They vary from file to file (a minor one)
* Many of these headers are defined as Javadoc comments. A license header
should be a block comment, not a Javadoc comment.
Adding such validation will make the license header consistent across the
project.
