[~Nicholas Niu], this indeed is a general feature in Ozone, not specific to
Streaming.
For the existing write pipeline, we should also first buffer the client data.
When the client calls close() and the data size is small, we should use
PutSmallFile instead of WriteChunk + PutBlock.
