Recently something has been introduced into the build breaking the prometheus
scraping for scm metrics from the /prom endpoint. This at least affects
TYPE scm_metrics_container_* metrics and
TYPE scm_node_manager_decommission* metrics.
To reproduce, start cluster configured with Prometheus. With devel ozone
cluster,

export COMPOSE_FILE=docker-compose.yaml:monitoring.yaml
docker-compose up -d -scale datanode=3
{code}
in Browser goto url localhost:9090. Try to display scm_node_manager* metrics,
scm_metrics_container_* metrics.
