Currently the create bucket s3 API creates buckets using the server default
layout. Since ofs creates FSO buckets, it would make sense for s3 to create OBS
buckets. This could also be controlled by a separate config to specify a
default bucket layout to use for s3 gateway, since both OBS and FSO buckets are
compatible with s3.
