Description:
Ideally we would want to submit the snapshotInfo through ratis OM leader so
that the followers gets the same snapshotID (UUID) when creating checkpoints.
Currently the leader and followers generates their own snapshot UUIDs, which
differs from each other. And as a result the UUID persisted in each OM DB is
also different.
