Summary: Add multi-tenancy info/statistics in Recon

It would be nice to have some overview / status display of multi-tenancy states
in Recon. e.g. in a new "Tenants" tab, we can have a spreadsheet that displays:
(1) all tenants that exist in the OM DB. e.g. tenant finance, engineering
(2) tenants' home volumes. e.g. volume finance, engineering
(3) user access IDs are assigned to the tenant, and which actual user each
access ID belongs to. e.g. tenant finance has user access ID finance$alice
assigned under it, and access ID finance$alice belongs to alice.
(4) number of buckets under each tenant volumes
(5) and more
