Thanks for checking this out [~micahzhao]. Keeping legacy as the default in
1.3.0 is fine with me. Currently clients using ofs will still create FSO
buckets by default according to the default value of
ozone.client.fs.default.bucket.layout. Is this something we should change for
the release?
