Summary: FSO purge directory for old bucket can update quota for

Scenario:
# Create bucket and directory and files with FSO
# Delete recursive bucket (./ozone fs -rm -R /vol/bucket), this will make
directory and bucket removal recursive
# Purge is not yet triggered (will be done with schedule of 1 min interval)
# Create again bucket
# Purge of directory and files will reduce namespace and size quota as its
obtained using volume and bucket name
As fix, need verify the bucket info as retrieved is matching bucketId of
deleted key task.
