Summary: Improve ambiguous messages

When I authenticate as the OM super user, executing container related commands
gives me the following error

ozone admin container report
Access denied for user [email protected]. Superuser privilege is required.

which is ambiguous because I thought I was the super user already. Turns out
that container commands require SCM super user.
Suggest to improve the error message such as "SCM superuser privilege is
required"
