As Discussion, there is a broken restriction that,
 # When a volume quota is set, all bucket must have its quota set. So that 
Volume quota will not be referred.

 
Scenario 1: # 1 Volume and 2 Bucket with no quota
 # set volume quota, here bucket quota is not set. --> This should fail

 

Scenario 2:
 # Volume and bucket quota is set
 # Unset bucket quota – This should fail as volume quota enforce all bucket 
should have quota set
