Whenever a _ClosePipelineCommand_ is received by datanode from {_}SCM{_}, the
_ClosePipelineCommandHandler_ picks up the command and starts processing. It
doesn't check if the pipeline is present or not. There are cases where SCM can
resent the ClosePipelineCommand to the datanode when the pipeline is already
deleted, in such cases the datanode should not process the pipeline close
command if the pipeline is not present.
