This Jira is to remove the ECReconstructionSupervisor which duplicates much of
the functionality in ReplicationSupervisor.
ReplicationSupervisor was previous refactored to allow different types of tasks
to be queued within it, so this change builds on the earlier work.
It also makes sense for Replication and ECReconstruction to share the same
threadpool, as they consume similar resources on the DN, so one thread pool can
better throttle the two types of task.
