SCM decommissioning is the process in which we gracefully remove one of the SCM
from the SCM HA Ring. We will also have the option to remove SCM from the HA
Ring forcefully.
Decommissioning will be needed in the following scenarios,
For maintenance and upgrade
* In case of Disk failure
* In case of Node failure
The main areas to consider while performing SCM decommissioning,
* Ratis Layer
* Security Layer
