Summary: Apply custom LOG configuration not only on V3 containers

Currently the LOG file related configurations for rocksdb are only applied on
SchemaV3 containers.
We found it also useful for SchemaV2 Containers, since the default log file
size if 1000, we have many containers having 1000 LOG.OLD file in their
metadata directories.
